After a while, the governor couldn’t handle the amount of orders he had to give to the C.D.
as one man is not able to overlook an entire city, so he created a squad that aims to give control to a certain sector of the City.
He named it the Extermination Squad.
Each EX-Squad member is assigned to a large platoon of C.D.s in order to make handing out orders more efficient.
The instant it was formed, more than three quarters of crime reported plummeted down.

If that was true now, I wouldn't have needed to add more.
STRIKE 2031-X is still going on, and I have no idea what kind of conflicts the EX-Squad now is facing.
Nothing seems to be getting any better than it already has been, and that's a big problem.
But what would I do? I can't just wrangle the EX-Squad because of my own rules I've placed on myself...
Well, anyhoo- The EX-Squad members didn't all come in all at once, it was quite the long recruitment process.
