There's a certain place for the people of this world.
And the one "The Governor" created was a direct response to the separation of the United States,
a land where people can unite and trade freely.
A place to mingle together and rejoice that there is indeed, a place to live in total safety.
The Corporate Tower came off as such, giving total freedom to the people.
But now--in 2032--the great criminals of all cardinal directions has come to take it for themselves.
But the people need not worry of such trivial scum:

CS-5 [L7-COMMANDO]'s ACCOUNT, 2041
...remember when we were only the Corporate Squadron? 2023, how time flies.
Oh, I thought the microphone was off.
[L7 clears his throat]
The great rectification was the Governor's botched plan to assemble an army of sorts.
[L7 shakes his head]
Okay, it was actually a success in the long run--but at first it was kind of iffy.
He accepted mostly everyone to be a soldier because of how bad the crime problem got in each [CDCS DISTRICT].
[L7 leans back on chair]
It was horrible, theives were stealing good left and right and massive complexes were literally being blown up.
Terrorists... terrorists everywhere!
[Long pause]
Well, anyways-- we were able to defeat most of the criminal despite the disorganized effort.
Mostly on the Governor's part, he left the formation of squads to us and let me tell you it was just like high school all over again!
